Beyond Coaching: A tiered model for technical assistance in a QRIS


Oregon is field-testing a QRIS that uses a three-tiered model of providing technical assistance to early care and education programs. This model of technical assistance is designed to be a cost-effective approach to supporting continuous quality improvement. The model uses a unique design of universal, targeted, and intensive supports.

Objectives:
1. Participants will understand a tiered model of technical assistance used to provide supports in a Quality Rating and Improvement System (QRIS). The model tiers technical assistance across universal, targeted and intensive levels of support.
2. Participants will examine the roles, responsibilities and qualifications of technical assistance providers, materials and tool used within the model.
3. Participants will analyze and respond to initial findings from the process evaluation on the effectiveness of the model including intensity and frequency of technical assistance in relation to desired outcomes.
