Central Coordination of Child Care Resource and Referral

Central Coordination of Child Care Resource and Referral provides leadership and technical assistance for 15 CCR&R programs serving all counties in Oregon. Our mission includes supporting families and early childhood child care and education providers in meaningful and responsive ways. We advocate for policy to improve accessibility of quality child care and promote multiculturalism among diverse communities. We support quality standards and competencies for childhood care and education and align services with the state Quality Rating and Improvement System (QRIS). Central Coordination promotes strategic communication and collaboration, informing research projects at state and federal levels.

Do you operate or are you planning to open Child Care Program to serve children of Emergency First Responders or Essential Workers during this COVID-19 crisis? If so, it is important to get the support and resources you need and be added to the state child care database to refer parents to your program. Following are the systems in place to assist you.

Monday – Friday, 8:00am – 5:00pm live with bilingual staff and messages returned with 24 hours.

Please contact your local Child Care Resource & Referral (CCR&R) for the following:

  • Receive guidance via phone or online consultation on setting up program
  • Enter and update your program information into the State Child Care Database for referrals from 211

ECC Substitute Referral Request

The Center on Early Learning and Youth Development (CELYD) in partnership with the Early Learning Division (ELD) is committed to supporting our Emergency Child Care Facilities that have chosen to remain open by providing referrals for Emergency Child Care substitutes.

Emergency Child Care substitutes are individuals who have worked in early learning and have signed up to provide care in approved Emergency Child Care Facilities through an online process. Substitutes have been screened for the following:

  • Current Central Background Registry clearance or Emergency Background Check clearance
  • Current CPR/First Aid or the online CPR/First Aid
  • Recognizing and Reporting Child Abuse and Neglect
  • Introduction to Child Care Health and Safety
  • Safe Sleep for Oregon’s Infants (if applicable)
